That is where the bearing rides. You need a new axle. The black marks are where the seal rides. Light scuffing would clean that but typically no big deal.
Editing this: Should have said also, that those marks are pitting and that is not good. To continue to use axle means the pitting will get worse and you have a bad bearing.
