Rust. It's a really common problem on these trucks and has been for decades.

man i'm lucky i have none as all, other than a little surface on the frame but I can rub it right off with a little sand paper

I bent and flared all the lines on my 99' Yukon. Toughest ones were the pigtails under the MC. I was well worth it in the end.
