'09 Factory Nav and Instrument Gauge Issues

Recently acquired a lightly used 2009 Suburban LTZ with factory Nav. When you first start the vehicle it locates you in I think Washington D.C. then resets itself to the correct location later. However, if you try to enter an address, the search area is constantly set to Pennsylvania I believe rather than my home state of Texas. It also resets the map scrolling orientation from moving forwards to northerly. This happens basically every time you shut off the engine and its as if it won't save the preferences.

Further more, the instrument cluster gauges are always illuminated when there is light out. Using the dimmer switch does not help. When it's dark you can then either shut them off or turn them on and decrease or increase the brightness.

Any ideas of what is going on and possible ways to fix the issue?
