I went through something similar with my Silverado and the piece that finally worked, thus far, was replacing the airbag connector in the steering wheel. I had to clock spring replaced twice.
Update- no recurrence if the problem after several hundred miles and a few weeks. Seems like replacing the connector in the steering wheel was the issue for me. I hope the relative quiet on the forum means that others have found a resolution.
Update: 2020 Silverado LTZ. My 2nd trip to the dealership resulted in replacement of clock spring wire in steering wheel and the airbag connector. This is the second time the clock spring has been replaced. I’ve had it back for a few days and have put less than 100 miles on it. I’ll post updates...

Jed- mines going in for round 2 today. I’ll keep you posted. The airbag in the steering column and control module seems to have worked for one person on this forum. I’m going to push the dealership in this direction.
Welll maybe 150 miles later after replacing the clock spring, I just saw the warning light come on again. Curious to know if anyone feels as though they have had a solid fix
They have replaced the clock spring wire in my steering wheel and believe that was the issue. Picking it up this evening and I will post updates to let the group know how it goes.
Seems like we may be narrowing in on a culprit. This sounds very much like the diagnosis of my Silverado in terms of the resistance and the relationship to the steering whee being turned or not. In my case they want to replace the clock spring wire in the steering wheel.
