2016 Tahoe rear fuse block issues

Hello everyone,





I have a 2016 PPV Tahoe that I just bought used. I noticed that nothing on the rear tailgate was powered- license plate lights, rear window wiper, defrost. I did some digging and saw the rear fuse block did not have a ground wire attached to the top of the block. I don't know why the previous agency disconnected it. It is a PPV package but was used strictly for Admin use and did not have any police equipment installed.





Here is what I know-





  1. I know the power wire is getting power and is connected straight (hot) to the left forward battery positive post in the engine (there’s two batteries). With the car off, power is at 12.77V and running it’s at 14.50V. Continuity was checked and is good.
  2. I connected a new good ground to the left post.
  3. The fuses that are currently installed are good.
  4. It has brand new license plate light bulbs that were installed by me. Both of the previous bulbs were burned out.

Here is what I don’t know-

  1. If the fuse block is being powered, which I'm certain it is, what is preventing the tailgate from receiving that power?
  2. Is there a relay or something that prevents the license plate light from being on continuously? There has to be, because since the fuse block is hot powered, they can’t be on if the car is off. Where would that be and how do I know which on it is? I have tried this with the light selector on automatic and manual on and no luck.
  3. How do I know if a relay is good or bad?
  4. There is tape covering the gray and black blocks at the bottom of the fuse block- I don’t know why. Are those the relays?
  5. What fuse location powers the license plate lights?
  6. I have tried the rear wiper selector and the defroster controls and get no response from the tailgate.


Is there anything else I should be checking?
