I’ll post this here in case some people are exclusive to this forum:

No idea why, but it is not working. I shook the harness a little and the lights flickered, then nothing. I replaced the bulbs, I replaced the harness to the tail light and still nothing. The drivers side tail light works fine. Is there a separate fuse for the passenger/driver tail lights? Any other ideas as to why this is happening? This is on a PPV, so standard bulbs, not LED.

Pretty sure all Tahoe’s of this gen use halogen bulbs regardless of trim. I’m not sure if this is applicable
to the Tahoe but this happens a lot on the Yukon? Is it the actual brake light or the light that comes on when the headlights are on?

When you say that you replaced the harness, did this include the light bulb socket as well?

Yes, the whole harness that includes the bulb sockets down to the plug that attaches under the rear bumper. New bulbs tried as well.
