Man I heard that one when I was stationed in Norfolk 1995/96. Bob & Tom show is now a little over an hour from me in Indianapolis.

I'd guess a real tight valve guide that loosens up when it gets warm. Holds a valve open just a bit. Better too tight like this than too loose. (these guys are sure having fun with this though)

Idk if you’ve got one, but I’ve noticed my esky and my Seville doing it. Seems to be secondary air injection motor/module for emission.
