The emission testing requirements are limited to some Front Range counties, essentially Castle Rock to Fort Collins, with Denver in between. Not in the mountains or the Western Slope.
Weld County must be an exception, or I just don't remember him doing it.

Not sure how much difference there is in brake pads, but here are the new packaging tiers (OE being best, then Gold, then Silver):

I keep seeing articles explaining the stupid new branding, but nothing that actually breaks down what the differences are. I get the QC is probably different, but pads are pretty much pads IMO, there's not much you can screw up besides different compounds. Probably gonna end up going with silver pads and their profession zinc coated rotors.

I had NAPA Ultra-Premium Polymer Coated discs with NAPA Gold Premium ceramic pads on my Jeep. Going to those again for my Tahoe the next set of brakes needed. Discs looked like brand new, even after 3 salty New England winters! Pads were awesome. Greta stopping and practically no dust. The discs were amazing, though!
