That's just about any regular plastic or vinyl tape- electrical, duct, etc. when used in an environment with extreme temperature swings. It's especially worse with cheap electrical tape, but the good stuff (Scotch Super 33+) will still do it.
Although, that cloth tape used by auto makers has adhesive that will make a mess if removed years later. It's often used to wrap wire harnesses in interiors to not only bundle wires together but also act as a cushion where the harness may bump against something and make noise.

The cloth tape you are talking about my BMW had and boy did I hate that shit. Is there any cloth tape that does not get stick and messy after removing it?

Like Dub said, I’m pretty sure if any electrical tape whether plastic or cloth has been on for a length of time and has got hot, it will leave glue behind. It’s been like that all my life, every time I have unwrapped an old wiring harness. All you can do is fix whatever you’re doing to the harness and re-wrap it. I think cloth is less messy because it’s not slick like plastic tape so it’s less “greasy” after time when you unwrap it.

I don't know of anything that sticks using an adhesive that won't eventually leave a goop. From my experience, they all will, it's just a matter of the tape's quality that dictates how long and in what environment it'll keep the adhesive on the rubber or vinyl ribbon before losing it to the surface it's stuck to.
The only non-adhesive, self-adherent "tape" I know of is something like Coban. But that's for wrapping human parts and not ideal for extreme temperatures. It might be okay on interior wire harnesses and with the ends taped. But, I'd use something like the Summit Racing SUM-890340 @mountie referred to for an automotive environment.
