No warm-up revolutions

Good afternoon or evening.
I am from Russia, I own Chevy Tahoe 2001.
In our country, there are few such machines and specialists who understand them and I have a question:
Because in my city, the air temperature often drops to -45 degrees Celsius, the car needs to warm up, but there are no warming up revolutions. Starts up and immediately lowers to 550. The temperature sensor is new, the throttle position sensor and the idle speed sensor are new.
What else do you need to look to get rid of this problem?

I don't think it is good to high idle your engine while the oil is very cold and thick.

Get a high idle stick like zip ties and bias plies uses for slave lake

when its thats cold the oil is like tar.

if were talking -45 Fahrenheit, what you really need is a block heater and a pair of oil heaters that stick to the oil pan of the tranny, and the engine. maybe even a battery warmer as well. thats some brutal cold temps for man beast or machinery.

also make sure your coolant mix is good for -45. most pre mixes here in the states are only good to -20. unless you mix your own coolant from concentrated coolant.

What was the source of the new temperature sensor? Here in the States we have problems with cheap parts from China that do not meet specifications. Sometimes they pretend to be genuine manufacturers parts but they are counterfeit.

Do you have access to an OBD2 scanner? Something that can read the data from the engine computer and display what temperature is being input?

Probably the most common cause is a faulty temperature input to the computer.

Last thought, does it produce more revolutions (rpm) when first started if the temperature is more moderate, say 0 Celsius? If so perhaps -45 is beyond the sensor range or the computer sees it as invalid input.

The car has an autostart, which starts the car when the engine temperature reaches -18 Celsius. I will look at the temperature sensor, especially since it is not expensive, thanks.
