that was the inez 4/6 kit on the Silverado (IHC is who makes it) the control arms are aluminum, I don't see why you couldn't drill thru steel also, cast iron might be a no-go
It’s not the material, I don’t think there’s a place to drill due to the shape. I could be wrong but if you look at his pic it looks like if you were to drill in a forward spot you would be weakening the arm. It doesn’t have a tab like yours do. I’d hate to see his control arm break in half going over a big bump. Inboard or outboard might be less risky but that doesn’t help him. I could be wrong but that’s what it looks like to me.

I'm having the same issue with me eibach front bar. I even ordered the ES shorter end links that every else has linked and it still doesn't fit right. When my bar is parallel to the lca it sits too far forward and the link won't line up at all. It's like the bar needs to be pushed back like an inch on the cross member.
I would show that picture to Eibach and ask them for a solution. Their tech people must have run into this before. Maybe you can relocate the sway bar further back.

Eibach or Hotchkis should be able to get you sorted.
as Rocket suggested contact them & let them see pic.
also take another pic of same, next to measuring tape.

as they will ask you to measure it.

I have Belltech sway bars got the shorter energy suspension links ( 4 1/2 " ) came out perfect as Rocket man suggested

Looks to me like just getting shorter links to put the bar more parallel would solve your problems.

I tried the shorter ES endlinks that some other members have linked to. They didn't line up. One member did say to try the hellwig D brackets that mount the bar to the cross member, as they are slotted and can push the bar back like 1/2 inch. That might help as well
