the fob is OEM and the alarm system is original.

I thought maybe the BCM is faulty ?
that would be very uncommon, do the interior lights work normal otherwise? do they come on when you turn on the headlights?, have you checked for any additional wiring? I have a aftermarket alarm and I have it set to turn on the interior lights (on purpose) but only when unlocking/disarming.

There are no additional wires. All interior lights come on when I turn them on with the dimmer switch and they come on when I open a door.

If you change your DIC settings and deselect the exterior light flash option, does that affect anything?

do the interior lights flash when you toggle the door locks from the drivers door switch? or only from the fob?

if you turn off the dome lights with the dash switch do they still flash?
do they flash during the daytime or only at night?
the questions are to try and determine if there is a fault or if maybe it was a feature that was programmed to the vehicle, like the horn honk being deleted
if it is a feature that was programmed to the vehicle then you might be stuck or maybe get lucky and find the circuit that makes it happen and hopefully disable it.
another option would be maybe if you have a gm dealer there in Germany you could ask for them to reflash the bcm for Germany, typically a service like that here in the U.S. would be around $100 usd.
