Update...
Did get my new tire today and went to my local shop and he did flip the tire.
Problem still there, wasn't the tire in the first place it was the crappy cragar rim.
Did check it later with the tire of and it's all over the place, not round and the outside do wobble like h**l, it's 10mm of in roundness and the outside are nearly as bad.
So now I must use the tires on the stock rims, they couldn't get any home right now and did take about 12 weeks and non in Stock, but I don't want crap like this anyway.
Should have gussed that company's that have centrum caps made in China do have same quality overall even if it say made in usa on the rim.
