To level or lift 2019 Tahoe Premier

I’m going to be doing some work to my 2019 Tahoe, I love it but for the winters we get and the roads we have the ground clearance is weak,
Right now I’m looking to replace my current air dam with the PPV air dam, upgrade to the aluminum skid plate package and either the Chev/GM front level kit or possibly a lift shock

Which is a better option?
The level kit or a lift/level shock?

Personally, I would go with leveling it out first and see if you like it. Leveling kits are fairly inexpensive and pretty straight forward to install. Then see if you want it even higher.

yep, Between PPV airdam, front levelled about 1-3/4", and maybe one size taller tires, the clearance will be night and day.
if your tahoe is fairly low miles I would even just get spacers for the front to level it along with a alignement and call it a day.
I have myself Bilstein 5100 all the way around, which are adjusted to +1.75" in the front.
along with my PPV air dam, ground cleanrance is great.

I did leveling kit and PPV air dam first. Allowed me to get the wheels and tires I wanted right away. For the price you get to where you want faster while deciding if you want to spend $$ on the lift later. Spend the saved money on other upgrades like exhaust, grill, tint, etc..

X2 - one of the biggest advantages of a level is that you retain alot of your stock ride integrity.
