Best bang-for-the-buck, BB tune as mentioned. Also as mentioned, first be sure everything else is up-to-par. All the normal maintenance items that are due for your Tahoe's mileage: Trans fluid, rear diff oil, coolant, brakes, hub bearings, suspension bushings, spark plugs, air filter, clean MAF, fix major leaks, etc. Fix any issues that cause an SES light if it's on or comes on intermittently (not so important in this aspect if it's something that doesn't affect a tune). If the upstream oxygen sensors are over 100K miles old, they might could stand replacing. Fresh sensors reporting accurately will ensure a dialed-in tune.

It's like you are reading my mind. I LOVE spending other people's money and am not ashamed to say it. One thing I did to my 2002, that was recommended here, was the Corvette servo change out and that was an instant seat of the pants improvement. Then I went with the exhaust. Many to choose from. Since i live in Oregon and Idaho office for Black Bear is close, I am going there sometime this spring or summer for a tune. I have verified all my stock items are up to ***** as well. Good luck. Let me know if you up your budget over $1000.

Speaking from my own personal reading / poking around (no experience as of yet)
Truck cam and long tube headers will go far on these rigs.
If you plan on doing anything to raise your redline / shift points, address your rotating assemblies. Stock oil pumps will cavitate, valves will float, and IIRC the 4l60Es aren't too friendly with higher RPMs either.
I don't remember what the stock injectors, intake manifold, and airbox are good for regarding flow
