The blue bar in the middle of the pump doesn't change either when I fill up. Is it just an icon? If so, what does it mean?
What are these circles on the Fuel Range screen?

It doesn't mean anything, it's just a fuel icon, the left side of the screen (that you cut off in the photo) shows the miles remaining before you run out of gas

I think the only answer is to display a different screen.

Either shows which side your gas tank is on or if it’s time to use the bathroom. Seriously tho, it may be something as simple as an indication of which display you’re on. Something like 1of4, 2of4, etc.

It looks like it is simply a pretty picture that they put to go along with the Fuel Range information on that particular screen. Fuel level, and location of fill door, is shown on gauge above.
