Dodge Caravans had options with built in booster/child seats starting back in the 90’s.

Looks safe. Also booster is different than a child seat made for a kid under 35lbs.....

There are. Just not in the US.

BMWs had rear seats where the bottom pad could be actuated to a higher position. Built in booster.

there’s no such thing as an actual integrated car seat but some things refer to LATCH as that.

The center of the seatback cushion dropped down revealing the straps and it also had a pad at the bottom to catch messes and was easily removed for cleaning. I've always been curious as to GMs reasoning for not including this and some other features from the minivans into the trucks.

This is how we got around when we were kids:

We didn't grow up with car seats, the nanny state wasn't as big back then. Mom carried us home from the hospital in her lap. As we grew up, the top of the bench seat was the mountain we fought to climb to the top or jump over as many times as possible before we got to the store. If mom had to make a sudden stop, she reached out with her right arm to restrain us. We were usually crawling around the floor boards anyway listening to the road pass by underneath or the driveshaft spin. Door sills were wide enough so we could sit outside and bang on the roof and walk from the back to the front on the outside while stopped. Dad's '63 Ford Falcon was great for this!

Lee Iaccoca would have been one of the major hurdles. His stance on SRS was abysmal.

It came down to more business than concern for safety. Search his stance on airbags. After thirty some years he admitted he was wrong. For those thirty years, he fought like hell against their implementation.

It had to do with money. It only costs $13 a vehicle. But that's one million vehicles at $13. Then it becomes a cost risk analysis. Is it worth the life saved? And just settle .. cheaper that way. Government outs a price tag on each life. Each office that does this calculates it a different way, yielding a different number albeit slight.

Super PAC, money, government, private interests over greater good...

GM had airbags and seat belts in the 1960s, the public didn't want them. Miss the old steering wheels prior to airbags. Iaccoca at the time was head of Chrysler, our 1999 Pontiac Montana had those seats and those are my darlings when they were little; they're grown women now!
