If you are low on refrigerant the AC compressor won't kick on at all. There is a low pressure switch that is screwed onto the side of the acumulator on the passenger side of the firewall and if that doesn't detect pressure it won't allow the compressor to turn on. You can test this by removing the connector on the low pressure switch and jumping it with a paperclip or small needle nose pliars while having the dash AC control turned on. The clutch should engage and the compressor will spin. If it does that means you are either low on refrigerant or you have a bad low pressure switch. You really need a set of gauges hooked up to your high and low side to tell for sure.
