Do C clips wear out?

I've never had to replace any but have had some that fit tight while others were kinda loose. So I reckon you could say that you could get an ill fitting one that could be swapped or mended for a better fit.

its not common they usually break due to excessive pressure doing something foolish or such. now this is experience from other vehicles. ive had the c clip snap on my transfer on my 94 suburban but ive personally never had one break on the rear diff. ive seen it happen but never myself.

From the ones I've taken apart with over 200k+ I have yet to see one that has been worn. There are several thicknesses for your desired end play, but nothing abnormal, so far I've only replaced a set but that had more to do with the fact that everything got replaced and the old ones were still fine.
