I did mine a few days ago. Used the washer.

Yes, using new washers. I hate this memory problem! I bought one washer and one nut for the new hub. Then for some reason got it in my head I had to do both because of rotors. Trying to work on it still but my wife wants me all washed up for Saint Patrick's Day dinner and we skipped Bible Study tonight which we never do unless sick.

Got those rotor bolts out, pounded the bit into the head with a ball peen hammer and hooked it up to my longest breaker bar and cracked them loose lickety split. Didn't even get to use the other tool I dropped $14 on. Homo Depot closed before we could get there so now we can't finish til tomorrow. Don't want to burnish the brakes until they're in. Probably doesn't matter except in my head.

Use washer, it's there to act as a bearing.
