Ok, that makes sense then. You would stop at step 8 and go to the “serial data circuit diagnosis” and not proceed to step 9. You would only go to step 9 if you answered “no” to step 4.

Since it passed step 4, there is no short in the circuit.

I’ll look and see if I can find what that “serial data” diagnostic is.

The diagnosis charts get into the weeds at this point, but starts with whether or not the scanner powers up when connected to the serial connector. Does it?

Does the service engine soon light come on (and turn off after a few seconds) when it’s started?

Going to guess that the answer to step 3 is “no”...which refers to another set of tables, so let me know if you’d like those.

I measured the Wheel speed sensors manually tonight.
I've read they should read 1K to 3 k ohms at the connector and display greater than 400mV AC when the wheel is spun by hand.
Passenger side hit those measurements exactly, drivers side was open loop and only showed 200 mV AC when spun.
I believe I have a bad wheel speed sensor and have ordered up a new hub/sensor assembly. I'll get that installed and report any changes in the ABS light situation.
Thinking now I may have 2 separate issues:
1. A bad sensor which triggered the ABS light
2. An inability to connect to the ABS module thru the scanner port which only became apparent because of the bad WS sensor triggering the ABS light.

Thanks

I have replaced the DS hub and WSS, the ABS light is off and the ABS works perfect.
Still chasing down why I cant communicate with the ABS module via OBD; not quite as important at the moment as I have no lights or codes to review.
Thanks
