Mine does the same thing I've noticed. If I run the vent air even with the a/c off, the air comes in cold, even in the summer. However when I do turn the a/c on, the fan starts running. Doesn't really bother me so long as I have cold and heat when needed.
We’ve been getting unusual amounts of rain here lately and noticed my back doors were full of water. Went to clear the drain holes and noticed they had caps on them! WTF? Took them off and had about a quart of water each. Why would they cap off a drain hole?
More than likely you simply got some water into the cabin air intake, which condensed inside windshield. This occurs from the engine heat (heat exchanger) evaporating the water, it coming up through the defroster vents, and then condensing on the cooler glass. Very often in cool humid climates...
From my understating a lot of these were used by Border Patrol and Bureau of Land Management (among others) for off-road applications. They lift the front end up for better clearance. Are you sure you're not looking at PPV trucks and not SSV. The PPV sit lower than the SSV.
I went with ACDelco for everything at 94K miles. Did the transmission, differentials, transfer case, brake fluid, and power steering. It was expensive but it'll be years before it has to be done again. The original transmission gasket was in good shape so I reused it.
