Swapped the fuses around, still no action.

not the fuses, relays, usually they are black or grey with a number printed on the top and are rectangular shaped, they can be a little hard to wiggle out
they look like the black ones in this picture

This is what fuse box on the drivers side looks like. The 30 amps at the top left control the door and the drivers seat. Everything else on the door works just not the door locks. I swapped them anyway and got the same results.bf469472123200530358a2ac17a849fb.jpg

maybe there inside the fuse box under the hood then, they changed everything in 2015 but the GM upfitter diagram still shows both the front doors are on the same circuit.

Check the passengers side fuse box too.

Well everyone turns out none of the fuses were bad, it was the actuators today. It was not that bad. Here are a few pics of the process to rebuild them with better motors from www.gruvenparts.com
