It's there a cabin air filter down in there somewhere? If there is, then there should be a drain hole under it. A lot of times it's just a rubber boot down there with a hole in it. I have had it plug up with debris on other cars leading to water in the passenger floor...couldn't even get my hand in the on the mustang , used a wire to clear it out.
