Tilt Wheel Stuck in UP position-How to fix?

Came out and the wheel was in the UP position. The lever has no resistance. Proper way to fix it? 2010 Tahoe 4WD LTZ.

A whack with a ball-peen hammer to the top of a steel drift punch "fixed" the problem. It appeared to be a lack of lubrication that froze the two metal pieces together. WD-40 took care of the problem afterwards. I figure that this doesn't happen much, given the lack of similar problems found using Google, not to mention nobody on the forum chiming in. I took a chance with the impact hammer, since it was either going to work, or the sealer would get it anyway.
