Please help!!! 1998 Tahoe 2dr P0161 Code

P0161 error code. Purchased a brand new AC Declo oxygen sensor and replaced the bank 2 sensor 2 sensor.
Code comes back every 40 or so miles. Enough to let me pass inspection but would like to fix it correctly.
Checked wiring, seems all intact. Someone told me that it can be a failing cat and try the extension/extender on it. My truck and would like to fix it right. Please advise.

Thank you, but it's Greek to me.
I can try showing that to my mechanic. Seems like mechanics don't have a clue these days either.

Looking at that circuit, this one applies constant power and ground to the O2 sensor heater anytime the key is on, then decides if the heater works based on O2 sensor activity. I would unplug the O2 sensor, and connect a headlight bulb, or similar electrical load, on the chassis side of the harness, from pink to black, D to C, turn the key on and see if your bulb is lit up bright. You could also measure voltage from one side of the bulb to the other, while the bulb is lit. You should be near 12 volts. If not, test to see if you do not have voltage, or if you do not have ground. If the bulb is lit up bright, and you are near 12 volts, I would look at fuel trim to see if there is anything abnormal there. Long term fuel trim should be between -10 and +10. If fuel trim is also good, it could be the ECM.
