How can you diagnose a "locked up" motor without at least taking a few things apart? That seems a bit extreme to me.
Kind of what I was thinking... got a few ideas to check on. First, I'm going to check the alternator to see if it is seized up. A guy told me that if a bearing was to seize on this motor that we would never be able to turn the motor. Would seem to be locked up. Taking the belt off tomorrow and hoping that will let me know for sure .

Did you have any luck starting with the belt off?
