Mysterious liner in front footwells?

I am rebuilding 2001 Z71 Tahoe. I pulled the rug from the front to clean and fix a hole in it. When I pulled it there was a bucketload of cracked up plastic. It looks like it was some sort of rubber / plastic footwell liner under the carpet. Anybody know what this is? or how / what it could be replaced with?

I have a picture of what remained it's the little broken up pieces of plastic. The plastic seemed to run across the whole front footwell even behind the console.

It’s exactly that. The rubber liner from the back side of the old carpet.
Awesome thx for clarifying. Makes since now carpet f9r front footwell backing was pretty rough. I lined backside wiyh carpet tape to reinforce it. Then set in weathertech floor mats
