Dreaded P1351 and no start- 96 tahoe 4x4 5.7

First history, Blown head gasket, intakes weeping #6 cyl misfire code. So an 80000 mile truck, new timing chain and gears, Rebuilt heads , new oil pump and drive, water pump, p/s pump, radiator. Installed dist at "8" engaged and bottomed at hold down at"10" . tried to start, no start, code P0339. Replaced Crank position sensor, tried to start, no start no codes Started troubleshooting hard. No good spark just weak occasional spark.Checked ICM term A 12.7 volts, ICM term B no voltage cranking, ICM term C good ground. Checked continuity ICM term B to White ECM plug term 9- open- ( Truck was running before teardown). Spliced in new wire. No start. No voltage on ICM term B cranking, Replaced cam position sensor. No Start. Voltage at ICM term B 3.5 cranking, 5.1 volts at key release. Sets Code P1351. Good Spark all cylinders and coil, Fuel pressure 60 lbs and holds. coil wire ohms 6000. Good power pulses (test light) all 8 injectors, good ground at injectors. Good grounds at intake manifokd, body to frame, engine to frame, battery to engine, engine to body. Compression 175-180 lbs all 8. No security system light on dash.
What should I do next?

I would put it TDC on #1 cylinder and verify that you have the distributor stabbed correctly. It's very easy to get it installed incorrectly. It sounds like you have checked out everything else it could possibly be. Good Luck!

Did you do the relearn procedure when the CKP sensor was replaced?

Thank you all for helping, It runs now! After swapping ICM's and crank pos sensors,( for no good reason, other than being aftermarket, and having some on shelf), Updating computer grounds (THE FIX) and playing with Torque app and BAFX obd adapter to make it show cam angle while cranking. It was really a time wasting repair. I think updating all the internal and external Puter grounds will help it survive another 5 years. I overkilled the grounds, just in case. everything to frame, and megged just to be sure. I especially appreciate the Manual references-(East 302). Great board. Hope I can help someone here.
