Backfire after CIA and true dual

Is it normal to have backfiring all the time? I have an 09 hybrid 6.0. I installed the Volant cold air intake and have magnaflow true dual exhaust (2 mufflers). It now back fires constantly! I say constantly because under 25mph the engine cuts off and goes into electric mode....then when engine comes on backfire....It is pretty annoying. OBD showa no codes! HELP!

Could be a few things:

-you need a tune
-you are running too rich/lean
-backpressure is off with the new set ups
