Advice on cleaning black wheels

I have a set of black 24 inch wheels that I just put back on my Yukon this week and they have like a film or almost adhesive all over them. I have had these wheels for a couple of years now and never had this issue. It took me 45 minutes to clean one rim and it still isn't completely clean. I usually just use water and a towel to clean them. Does anybody have any advice on what I could use to get these off my rims without harming the rim? Any help is appreciated. Thanks in advance.

Are you sure that your top coating isnt coming off? Please post a pic.

I hope that isn't what is coming off of them. I was able to get them clean with a different towel and water. Just had to spray the towel with water and keep scrubbing until the stuff came off.

I tried taking pics of it and they didn't turn out well. It didn't show up right. I am hoping I got it fixed now. Thanks for the replies.
