The strange thing about mine is I am reading between .9 and 1.2 but very steady the value stays consistent, but when the CEL flashes the offset reading drops out completely. I'm guessing the value is outside of the parameters set when I programmed the PID.
My apologies to the group about throwing out that 17 degree number. No GM procedures or manuals state this number. I took that info from another forum site. The point of my post was to state the importance of properly setting the offset.

You've been successful by not getting the P1345 code, but there's no guarantee it's dead on accurate. The retard can be as much as 17 degrees off before the code will set.

I have a limited and it is a royal pain buying parts! You cant trust anyone especially parts counter people. Research everything yourself and give the parts store people the part number you need. Most things you can look up a 1999 tahoe LT except for brakes our limiteds have the police package...
It could be a low jack installed by a buy here pay here place. They install those so they can disable a vehicle if a customer doesn't make their payment and locate it to repo it.
It's possible the collar that holds the adjustment for the tie rod may have loosened allowing the inner or outer tie rod to slip out a few threads. Check the collars to see if the bolts are tight and if they are still there.
