E fan help needed....

I did the efan mod on my 2004 Tahoe. Using the fans and harness from a Silverado, 2006?. In checking the operation, when I ground the green wire (temprature) both fans come on low. Check.
When I ground the blue wire (AC) the drivers side fan comes on high, passenger side off.. Humm, I thought it should be the passenger side. I believe they can only be plugged in one way.
When I ground both, the drivers side comes on high, passenger side is off. I thought both were suppose to come on high.
I'm thinking it might be one of the relays so I swapped the 2 that I could, no change. Not sure how to check the relays other than that.
Any ideas? All fuses are good and the wiring harness appers in good shape.

Might have the fan plugs on the wrong fans, not sure about the other issue you are having!

10 amp fuse good and I believe the fan plugs can only go on the proper fan but I will check that again.

Well I"m learning as I go. So pardon my research. Haven't found a clear description of what to run the temp and AC wires to and this was the first that I've found. I'm just trying to do the same with my 00" using 05 fans and harness. Sounds like he's running the a temp wire and the AC blue(I think this is ground). I'm trying to see if this is desired operation or not. I though both fans on low was what should happen when the AC comes on.
