Not enough backspacing on the 20" rims...
Every things is OEM no any modification
The dealer inform me that he will replace the upper and lower arm with 2016 model is that enough

You likely need a different wheel/tire setup to prevent rubbing like that unless there is something wrong with your steering.

I have aftermarket 20" rims on my Tahoe and I do not experience any rubbing. After the repairs I'd verify that the wheels do not make contact with the control arms or you will have the same problems. As others have stated, I would check the back spacing on your wheels to ensure there is enough clearance.
