LOl...Just went through the same thing. Using an impact I would drive the bolt in and out until it breaks loose.

I fought this last year. Get an all-thread coupling and a bolt at least half as long as the coupling. I don't remember the thread size. Screw the bolt into the coupling. Get underneath and quirt some penetrating oil on the seat bolts. Turning them to the right, wrench or impact the bolts up into the cab.
Or if you can't get to the bolts from underneath, a Kent-Moore BO-47549 Universal Seat Belt Bolt Remover.
