98 Two Door Hoe

I have a 2 door Tahoe, 1998... I can't access the license plate bulb to replace it. I have zero access to the bulb harness from underneath the bumper. 4 door Tahoeso have more room. The gas tank and trailer hitch is in the way. How have you guys replaced? Do I have to remove the entire trailer hitch to replace the bulbs? Please help.
