Headlight adjustment

Anyone know how to adjust headlights? I assumed you adjusted using the two rods from each light. I turned them and they did nothing. Any ideas?

The gears are more than likely broken, how you can adjust them now I have no clue.

You turned the adjustment screws and not the ones that release the headlights, right?

They are not broken because they are brand new. I turned the two rods that stick straight up. Anybody?

Those are the rods to take the headlights out

The screws you are looking for are right next to those. You will see that there are holes bout an inch from the rods, peek in those and you should see them.
