I was at the junkyard and seen a frame mounted receiver from a 97 suburban. Would it fit a my 99 tahoe??

It should, check the mounting locations & compare with yours.

Thanks. should it be bolted up or would welding it be better?

I would quess and say most people bolt them up. What are you looking to tow?

I wont be towing anything big I just have a 12ft. boat for duck hunting but I like having the option of towing something bigger if need be.

After a quick search, yes it will fit.
Mine is bolted on. It's a class 3 rated at 5,000lbs. You could reuse the old fasteners or buy new ones, but just go with high grade bolts. :)

If I can tow a 21' open bow without welding one on, you can tow a 12' hunting boat.

Sorry for the late reply... :)
Did you figure out which bolts to use ? If not, when you removed it, did you keep one of the old fasteners ? You know...just to use as reference. :D
