is it possible to make it so my tow haul button when pressed could make my tahoe idle at 2000 rpm with one of yalls tunes?

No, tow haul affects the shifting only.

i had a 2500 hd that had a pto switch that increased the idle to 2k when it was engaged.. might look at that.. probably a small servo connected to the throttle linkage when engaged.

No, there is no way to do that with your computer.
