Help. Removing the spare

How do I get it down using the secondary latch release? I tried the way the manual tells you too but it won't budge. Any tricks?

Is the wire thing holding up the wheel not coming down? Or is the wheel stuck?

The truck is missing the tool to lower it. Was trying to replace the evap purge valve and need to drop the spare. Damn dealer didn't make sure it was in the truck when they sold it to me. My fault too for not checking.

how long ago, you should be able to get that from them, after all it was Pdi incorrectly
